Stuart Moseley
Principal, Connor Holmes

Stuart has more than 20 years of experience in delivering planning projects spanning strategy, governance, policy, urban design, regulation and major project facilitation. He has held a variety of senior roles in all spheres of Government and in the consulting sector.
Stuart has been a Principal of Connor Holmes since 2008. Prior to joining the private sector, Stuart spent nearly eight years with the City of Adelaide, initially as city planner and rising to the position of Chief Executive Officer.
He previously held senior positions in State planning agencies in South Australia.

°ÄÃÅ2023È«ÄêÕý°æÃâ·Ñ×ÊÁÏ SA – Executive Officer

Des Commerford is currently the Executive Officer for the SA Division of the °ÄÃÅ2023È«ÄêÕý°æÃâ·Ñ×ÊÁÏ. He recently retired from an extensive career in Local Government of more than 30 years.
Des is a former President and Vice President of the Division and is a Life Fellow of the °ÄÃÅ2023È«ÄêÕý°æÃâ·Ñ×ÊÁÏ.

Gary Mavrinac

Gary Mavrinac
Manager, City Strategy, City of West Torrens

Gary Mavrinac has worked in various areas of environmental management and planning. His areas of specialisation are in urban and regional planning, strategic and policy planning and resource management. He has worked for State and Local Government as well as the private sector. Gary has been a member of the °ÄÃÅ2023È«ÄêÕý°æÃâ·Ñ×ÊÁÏ since the 1990s and a member of the Division Committee since 2000. He was State President from 2006-2008, as is currently the SA Divisional Director on the °ÄÃÅ2023È«ÄêÕý°æÃâ·Ñ×ÊÁÏ Board.

Cate Atkinson

Cate Atkinson
General Manager Intergovernmental Relations, Local Government Association

Cate has worked with the LGA for the past year, since moving from the City of Playford in late 2010. She has a diverse portfolio encompassing the management of intergovernmental relations between local government and the state government. In particular, this includes planning and legal responses, environmental and infrastructure issues and opportunities, and local government reform incorporating financial sustainability, governance, and information management.
She has been involved in strategic planning for nearly 30 years, and has significant experience in both the private sector and local government in strategy and policy, development services, environmental assessment, and community consultation and advocacy.

Darren Starr

Darren Starr
Fyfe Earth Partners, National Discipline Leader Town Planning

Darren is an Urban & Regional Planner with 14 years experience as a Planning Manager, Team Leader and Senior Town Planner in Local and State Government and the private sector. In a diverse career with FYFE, the District Council of Mount Barker, Connell Wagner, Planning SA and the City of Kalgoorlie-Boulder, Darren has substantial experience in strategic and statutory planning, stakeholder and community engagement and the development of strategic plans and local development policy.

Darren’s current role is National Discipline Leader Town Planning at FYFE Earth Partners and he is Vice President of the °ÄÃÅ2023È«ÄêÕý°æÃâ·Ñ×ÊÁÏ SA Division

Kylie Fergusen

Kylie Fergusen M°ÄÃÅ2023È«ÄêÕý°æÃâ·Ñ×ÊÁÏ CPP
Jensen Planning + Design, Associate

Kylie is an experienced planner with over twenty years of experience in strategic and social planning, academia, community engagement, and training. Her focus is on social justice - encouraging collaborative approaches between the melting pot of allied built and social environment professions, and pushing for policy decisions that improve not just our lives, but those of our kids and the generations to come. She has worked in rural and regional areas as well as cities, across federal, state and local government, in local villages in Indonesia and the Philippines, in academia in the UK and Australia, and has project managed major strategic planning and consultation projects for government, mining industry and road, gas and telecommunications infrastructure projects.

Rebecca Martin
Heart Foundation, Active Living Project Officer

Rebecca is the project officer for the South Australian Active Living Coalition, a collaborative forum of state government and other agencies for the planning and coordination of active living in South Australia. The role has an urban design focus and involves undertaking collaborative projects, identifying opportunities to contribute to relevant policy and legislation, and producing research and resources to support the incorporation of healthy design elements into the urban environment. Rebecca is a qualified planner and has previously worked in local government and as a planning consultant.

Victoria Shute

Victoria Shute
Wallmans Lawyers, Associate

Victoria is a specialist practitioner in Wallmans Local Government Team, Victoria advises councils on both planning and environment issues, and on issues relevant to local government practices and procedures generally.

Victoria has significant expertise in advising on a range of planning, environment and resource management issues, such as waste, landfill, native vegetation protection, pollution liability and water resources. She represents councils in appeals, enforcement proceedings and prosecutions, pursuant to the Development Act 1993.
