The Minister for Planning and Public Spaces, the Hon. Paul Scully, announced a renewed direction for the NSW Planning Portal, which included $20.4 million in this year’s budget to improve NSW Planning Portal operations. This session will covered the changes and improvements planned for the Portal.
Aim: Realign the NSW Planning digital ecosystem from the customer lens, creating a more intuitive and user-centric experience for all users.
Scope: Undertake technical remediation, operational realignment, and uplift activities through work streams to achieve a federated operating model in the long-term.
Outcome: Deliver a user-centric platform, leading to increase user satisfaction, reduced risk, build trust, and improved operational efficiency.
Talking points included:
- Prioritise co-design with stakeholder to implement Portal upgrades to fix legacy issues
- Implement the NSW Planning Portal Customer First Program to improve the user experience
- Strengthen cybersecurity resilience and improve user information privacy
- Enhance accessibility and inclusivity for all Portal users
- Publish a feature and technology roadmap for the next 2 years, including mandated and optional features

Michael is a strategic advisor who helps public and private sectors create value for communities and stakeholders in the areas of planning, property, infrastructure, and technology. He has over six years of experience as a Director at Astrolabe Group, a consultancy that specialises in urban and regional development, and experience as a Director at On-Country Solutions, a company that focuses on delivering outcomes for Country and sustainable partnerships between First Nations people, Government, and Corporates.
As a former senior adviser to Ministers and a Premier, Michael has a deep understanding of the workings of government, the motivations of individuals, and the system to navigate to get results. He has also completed a Masters in Public Administration from ANZSOG, a Company Directors Course from AICD, and an Executive Education in Public Private Partnerships. He is currently an Adjunct Senior Fellow at the City Futures Research Centre at UNSW, where he contributes to research and education on urban issues. Michael's mission is to advance cities and regions by applying his analytical skills, strategy, management consulting, and data and analytics expertise to complex and challenging problems.
